Population-Based HIV Impact Assessment (PHIA) Evaluations We conducted a mid-term and final evaluation in 11-countries, measuring the program’s effectiveness in generating high-quality, nationally representative HIV data and in strengthening country capacity for survey implementation and data use. Our evaluation findings revealed the pivotal role PHIA’s population-based evidence played in informing UNAIDS models, PEPFAR Country Operational Plans, and Global Fund applications. We also examined capacity-building outcomes, highlighting progress in laboratory systems, field operations, and country ownership, and offered recommendations that enhanced data analysis, utilization, and sustainability of future studies.
